The movie title is most likely Mystic River (2003), which was directed by Clint Eastwood and stars Sean Penn, Tim Robbins, Kevin Bacon, Laurence Fishburne, Marcia Gay Harden, and Laura Linney. It was based on a book by the same name written by  Dennis Lehane. It is set around the Mystic River, which is in the same county as the Mystic Generating Station.

It is possible that it refers to Gone Baby Gone (2007), directed by Ben Affleck. It is partially set in the same town as the Mystic Generating Station - Everett, MA.

Both movies are mystery crime drama, but I bet it refers to Mystic River because it is the actual title.
